I am composing my answer to this, but the briefest response is to say, "Yes." I don't believe that God's forgiveness for sin was, in fact, completed until the work of Jesus Christ on the cross. I do not, however, believe that the faithful went to hell prior to the work of Jesus Christ on the cross. But I don't believe that the "bosom of Abraham", referred to by Jesus Christ in his parable of the rich man and Lazarus referred to heaven, but what is often called paradise.
